“Strong schools, accessible health care, and vibrant local communities are the foundation of a thriving Illinois,” said Fine (D‑Glenview). “This budget makes meaningful, targeted investments in each of these areas while maintaining our commitment to fiscal responsibility and long‑term stability.”

The FY27 budget continues Illinois’ commitment to the evidence‑based funding model for K–12 schools - a critical tool to ensure every student has access to a high‑quality education regardless of ZIP code. This helps districts meet student needs, reduce inequities, and ease the burden on local taxpayers.

To strengthen the state’s health care safety net, the budget provides millions in support for safety‑net hospitals that serve vulnerable and underserved communities. It also increases funding for federally qualified health centers and expands support for free and charitable clinics—ensuring families across Illinois can access essential health services close to home.

Recognizing the importance of higher education to the state’s economic future, the budget boosts funding for colleges and universities and expands financial aid so more students can pursue and afford postsecondary education.

The budget also maintains strong support for local governments, giving municipalities the resources they need to deliver essential services, maintain infrastructure, and foster local economic development.
